Assessing Division – Assessment Update
The Assessing Division is in the process of finalizing a plan to update assessments for the 4/1/2025 assessment date. This will include analysis of current market conditions in order to equalize property values. Article IX Section 8 of Maine’s Constitution states: “All taxes upon real and personal estate, assessed by authority of this State, shall be apportioned and assessed equally according to the just value thereof.” On several occasions, Maine courts have held that just value means fair market value. Arm’s length transactions close to the time at which value is to be fixed (April 1) provides the best evidence of market value. Income and Expense Forms
Questionnaires have been mailed to owners of commercial, industrial and apartment properties.
Completing these forms will help us determine the economic conditions within the town that will become one of the bases for the calculation of commercial values. Please note that we are seeking information regarding the income and expense attributable to the rental or leasing of the real estate only, during the calendar year 2024. Exceptions to this are Nursing Homes, Assisted Living Facilities and Hotels where annual income from the operation is required. If the entire property is owner occupied, please note that it is “owner occupied” on the front of the questionnaire and provide as much annual expense information, remodeling data or other data as possible.
The information you furnish this office with will be held in strict confidence and is NOT a public record pursuant to MRSA 36 706-A (3). Please be sure to mark the return confidential. Failure to respond will require us to estimate these figures. Your cooperation in this matter is imperative to guarantee equitable assessments. News from the Assessing Division – 4/1/2025 Assessment Update
- We continue to receive income and expense questionnaire from our commercial, industrial, and apartment property owners. We thank you for your assistance in this effort.
- Residential sales review and land and buildings analysis continue through the springtime.
- Building permit visits and review are ongoing now that we are hopefully pass the winter season.
- For those required to file Personal Property returns, the deadline is May 15th.

- Field review of residential properties will be beginning this week as we move forward with the assessment update. Individuals performing these reviews will have introduction letters identifying them and their vehicles information. Introduction letters can be viewed here,
6/23/2025
- Final reconciliation of commercial and industrial values 95% complete. Residential to follow shortly thereafter.

The 2025 preliminary values are being finalized and will be mailed in mid August. Directions for discussing the new preliminary values will be stated clearly in the letter and we request that all owners follow the instructions as stated. Meetings to discuss values will be held at the West Kennebunk Fire Station training room at 80 Thompson Road. Both in person and phone meetings will be available. Please call Vision Government Solutions at 1-888-844-4300 to make an appointment. Do not attempt to use the current tax rate to determine any tax impact based on the preliminary values. A new tax rate will be set in September and is anticipated to be significantly lower than the current $16.95 Tax Rate.

The Town of Kennebunk Assessing Department will be closing at 12:00 p.m. on Tuesday, Sept 9th and re-opening Monday, September 15th at 8:00 a.m. Staff will be working on reviewing information submitted during the informal hearing process as well as tax rate and Commitment activities.
