View the Kennebunk Police Department's 2025-2030 Strategic Plan.

The purpose of the Kennebunk Police Department (KPD) Strategic Plan is to identify departmental and community priorities for the next five years, providing a valuable tool for the department, the town-wide organization, and the community. This plan is an operational document that establishes where the Kennebunk Police Department wants to go and how it will get there, and will help measure the success of the department in reaching its goals.
The strategic planning process seeks to answer the following questions:
- Where are we now? (What are our strengths, weaknesses, opportunities, and threats?)
- Where do we want to be? (5 years)
- How will we get there? (What are our goals? What is our plan to reach those goals?)
- How will we know when we get there? (What are our performance measures?)The Strategic Plan Committee met once per month from January 2024 through June 2024 to complete a SWOT (Strengths, Weaknesses, Opportunities, Threats) analysis and draft KPD's updated vision and mission statements, values, and goals.
The Strategic Plan Committee identified strategic short-, medium-, and/or long-term goals for the following categories:
- Officer Wellness
- Recruitment & Retention
- Data Analysis
- Community Policing Unit
- Behavioral Health Unit
- Traffic Safety
- Criminal Investigation Division
- Collaboration with Area Agencies
- Technology
Our strategic plan is a dynamic document that is in a state of constant review and updating. As one goal is achieved, a new challenge arises and that challenge often becomes the next initiative.
