Heather Balser selected as Kennebunk's next Town Manager

Town Manager selected

The Town of Kennebunk Select Board is pleased to announce that Heather Balser has been selected as Kennebunk’s next Town Manager.

After an extensive nationwide search conducted by the consulting firm Strategic Government Resources, the Select Board voted unanimously at a Special Select Board meeting on December 20, 2022 to appoint Balser for a three-year term commencing on February 6, 2023 through December 31, 2025. The Select Board approved an annual starting salary of $165,000 through December 31, 2023.

Balser is currently the Interim Chief Resiliency Officer in Greeley, Colorado and formerly served as City Manager of Louisville, Colorado (population 20,000). Her experience in city management spans over 24 years and includes overseeing nine City departments with approximately 200 full time and 250 part time/seasonal employees, completing Louisville’s first Strategic Plan, overseeing equity and diversity efforts within the City and leading the pandemic response and recovery.  

Balser is a Maine native who grew up in Portland before moving out west. She has a Bachelor of Arts degree in economics from Bates College and a Master’s degree in public administration from the University of Colorado at Denver.

Balser shared, “I’m excited to be the next Town Manager in Kennebunk and look forward to meeting the community in the new year.” She will take over the reins from interim Town Manager Bryan Laverriere who has been serving in the role since Mike Pardue’s departure in November.
